    AADHAAR SEVA KENDRA NETWORK (1,500 CENTERS IN MAHARASHTRA & GOA)

    To strengthen grassroots e-Governance, citizen accessibility, and government service delivery, Radiance Innovation proposes setting up 1,500 State-Approved Aadhaar Enrollment & Update Centers across Maharashtra & Goa.

    Legal & Statutory Compliance Framework (According to Law)

    Aadhaar Act 2016 Statutory Mandate: Operations strictly comply with the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, along with Aadhaar (Enrolment and Update) Regulations.
    Registrar & EA Onboarding: Execution executed under formal state partnership with designated UIDAI Registrars (e.g., Directorate of Information Technology – DIT Maharashtra / MahaOnline / CSC SPV).
    Operator Certification Rules: Every active operator and supervisor must hold valid NSEIT Aadhaar Certification prior to system access.
    STQC Certified L1 Hardware: Mandatory deployment of STQC-certified L1 dual iris scanners, slap fingerprint readers, and webcams to ensure anti-spoofing compliance.
    Geo-Fencing & Static IP Enforcements: Integration of GPS hardware tracking devices and dedicated Static IP connections to restrict client machine execution strictly to authorized physical premise coordinates.
    Fee & Privacy Safeguards: Strict enforcement of official UIDAI tariff cards (free initial enrolment, fixed update charges) and zero local storage of unencrypted biometric data.
